Ballard & Tighe has produced innovative educational and assessment materials for more than a quarter of a century and throughout our history, we have remained dedicated to making a difference in education.
Ballard & Tighe was founded in 1976 by Wanda Ballard and Phyllis Tighe, two pioneers in the field of English language education. As teachers of English learners, these two women recognized the critical need for high quality ESL/ELD materials. They published and marketed effective teaching systems for English learners, developed language proficiency tests, and continuously added new, useful programs for language development.
Today, Ballard & Tighe is a leader in language assessment and innovative instructional materials. A privately held company headquartered in Brea, California, Ballard & Tighe provides testing, instructional, and training products and services to more 2,200 state, regional, and local school systems throughout the United States and internationally.
Our goal is to provide educators with the tools they need to help English language learners transition successfully into mainstream classrooms. With that goal in mind, Ballard & Tighe publishes: a highly regarded set of testing instruments designed to assess students with limited English proficiency; a line of English language development instructional materials (including the highly effective Carousel of IDEAS program); a series of unique social studies programs designed especially for second language learners; and high-quality online professional development for educators.
